WASHINGTON (AP) — A powerful Haitian gang leader has been charged by U.S. prosecutors with ordering the kidnapping of an American couple from their home in Haiti that left the woman dead, authorities said Tuesday. Armed gang members stormed their home, and Marie Franklin was shot and killed in the kidnapping. The latest indictment charges Innocent with conspiracy to commit hostage taking resulting in death, aiding and abetting hostage taking and attempted hostage taking resulting in death by the U.S. Justice Department. Among those recently kidnapped is the secretary general of Haiti’s High Transitional Council, which is charged with organizing long-awaited general elections. Authorities said gang members dressed as police officers abducted Anthony Virginie Saint-Pierre last week.

DAJABON, Dominican Republic (AP) — The Dominican Republic partially reopened its border with Haiti on Wednesday to limited commercial activity nearly a month after shuttering the frontier in a continuing spat over construction of a canal targeting water from a shared river. The Dominican border reopening was delayed after a pre-dawn fire at the main marketplace in Dajabon destroyed dozens of stalls. She called Abinader’s decision to close all land, sea and air borders last month “savage,” noting that businesses like hers are good for the Dominican Republic. She said that even if the Dominican Republic opens its borders, she hopes the Haitian side will remain closed. Haiti and the Dominican Republic have long had a contentious relationship despite strong economic ties.

NEW YORK (AP) — JPMorgan Chase agreed Tuesday to pay $75 million to the U.S. Virgin Islands to settle claims that the bank enabled the sex trafficking acts committed by financier Jeffrey Epstein. JPMorgan said that $55 million of the settlement will go toward local charities and assistance for victims. The Virgin Islands, where Epstein had an estate, sued JPMorgan last year, saying its investigation has revealed that the financial services giant enabled Epstein’s recruiters to pay victims and was “indispensable to the operation and concealment of the Epstein trafficking enterprise." JPMorgan sued Staley earlier this year, alleging that he covered up or minimized Epstein's wrongdoing in order to maintain the lucrative account. JPMorgan had already agreed to pay $290 million in June in a class-action lawsuit that involved victims of Epstein's trafficking crimes.
